Kurskorrektur – Eine Ortsbestimmung der Raumordnung aus Verkehrssicht

Der veränderte Stellenwert der Raumordnung in Deutschland, das öffentliche Infragestellen ihres Gleichwertigkeitsziels und die Kursänderung der europäischen Regionalpolitik zugunsten des Wachstumsziels von Regionen bieten der Raumordnung die Chance einer überfälligen politischen Kurskorrektur. Im Mittelpunkt dieses Beitrags steht die Diskrepanz zwischen sektoralen Entwicklungen und ihrer traditionellen Wahrnehmung durch die Raumordnung. Angesichts des sinkenden Grenznutzens traditioneller Verkehrsinfrastrukturbauten in einem verkehrsmäßig und telekommunikativ hervorragend erschlossenen Hochpreisland wird dessen Zukunftsfähigkeit in veränderten Prioritäten gesehen. Dabei sind Telekommunikation und Verkehrstelematik von besonderer Bedeutung, da sie die Effizienz ererbter Verkehrsinfrastruktur erhöhen, Kapitalfehlleitung reduzieren und Wachablösung darstellen. Systemtrends rücken Zirkulationsprozesse in den Vordergrund, beziehen dabei den Gesamtraum flächenhaft ein und entwerten Lösungsmuster der Raumordnung. Um zu verhindern, dass durch totale Erreichbarkeit alles zerfließt, wird Raumordnung gerade in dichtbesiedelten Gebieten, wie Deutschland, wichtiger denn je. Zugleich wird wirksame Raumordnung immer schwieriger und gefährdet sich immer stärker durch die Verbindung extrapolierender Verkehrsprognosen und traditioneller Kapazitätsanpassung. Deshalb ist es wichtig, dass sie technologisch offen bleibt und sich auf ihre Kernkompetenzen konzentriert, um durchsetzungsstärker zu werden.
The significance of the German regional policy has changed fundamentally in recent years. The goal of regional equivalency is being publicly questioned. The EU regional policy has changed its course in favour of the growth targets for regions and localities. Both of these developments provide an opportunity for overall corrections in regional policy. The paper is centred around the discrepancy between sectoral mega-trends and the traditional perception of regional policy. The starting point is the decreasing marginal benefit of traditional traffic infrastructure schemes in a high-price country with excellent traffic connections and telecommunication facilities. Therefore the country's future sustainability is seen in changed priorities. In this regard telecommunications and traffic telematics have been considered particularly important. They raise the efficiency of inherited transport infrastructure, reduce misallocation of capital and can be seen as a paradigm of changing of the guard. System trends bring processes of transfer and circulation to the fore, involve the total area and devalue standard solutions in regional policy. At the same time it is evident that effective spatial and land-use planning especially in densely populated countries such as Germany has become more important than ever: in order to prevent everything dissolving when everything is accessible. Yet regional policy is becoming more and more difficult and increasingly endangering itself by the combination of extrapolating traffic forecasts and traditional capacity adjustment. This is why it is so important always to remain open technologically and to concentrate on one‘s core competences to be an effective and influential player in today's politics.
