Messkonzept für ein benutzerzentrisches Kennzahlensystem zur Darstellung des Wertbeitrags der IKT

Am Beispiel der Einführung eines Systems "Unified Communication and Collaboration" (UCC)

Die Komplexität der Nutzererfassung und –verifikation nach dem Abschluss von IKT-Projekten und die Probleme in der Messung, im Zeitbedarf und in den Wechselwirkungen mit anderen Veränderungen sind als wesentlicher Grund dafür zu sehen, das Wirtschaftlichkeitsbetrachtungen in der Praxis häufig nur vor dem Start von IKT-Projekten stattfinden. Nachbetrachtungen zum Nutzen bzw. dazu, ob die Prognose einer Wirtschaftlichkeit tatsächlich eintritt, sind die Ausnahme. Exemplarisch für ein komplexes IKT-System fokussiert diese Arbeit die Problematik in der "ex-post"-Nutzenerfassung am Beispiel des in vielen Unternehmen zur Einführung anstehenden oder bereits genutzten Informationssystems Unified Communication and Collaboration (UCC). Es wird untersucht und dargestellt, aus welchen Aspekten (Nutzenpotenzialen) sich die Nutzenwirkung eines UCC-Systems zusammensetzt. Vorrangig geht es dabei um quantifizierbare Effizienz- und Qualitätsaspekte der Kommunikation und um operative Aspekte, die als technische Messwerte oder durch Befragung ermittelt werden können. Die Herausforderungen, die es für eine Nutzenrealisierung zu überwinden gilt, werden ebenso untersucht wie Einflussfaktoren, die eine Nutzenrealisierung begünstigen können. Die in der Literatur häufig kritisch gesehene Subjektivität der etablierten Verfahren zur Ermittlung des IKT-Nutzens wird im Rahmen dieser Arbeit als Motivation dazu verstanden, genau diese Subjektivität in den Mittelpunkt der Betrachtungen zu stellen. Diese Arbeit schlägt vor, die Komplexität von Betrachtungen zum Nutzen von IKT-Projekten zu reduzieren und den Wertbeitrag über geeignete, benutzerzentrische Indikatoren sichtbar zu machen. Im Rahmen dieser Arbeit werden Gestaltungsansätze und Handlungsempfehlungen für die Messung des Nutzens komplexer IKT-Systeme am exemplarischen Beispiel des UCC-Systems erarbeitet: als benutzerzentrische Indikatoren werden "Nutzungsintensität" und "Performance" vorgeschlagen.

Primarily it is about quantifiable efficiency and quality aspects of communication and to operational aspects, which can be determined as technical readings or by interview. The challenges to be overcome for a benefit realization are also examined as factors that may favor a benefit realization. The subjectivity of established methods of reading the business value of is in this work the motivation for putting just this subjectivity at the center of to speculate. This work proposes to reduce the complexity of considerations for the business value of ICT projects and to make the value proposition through appropriate, user-centric indicators visible. In this work, design approaches and recommendations for the measurement of the business value of complex ICT systems are being developed at the exemplary example of the UCC system: as user-centric indicators "intensity of use" and "performance" are proposed.
